If for some reason you want your computer to obtain accurate time information from the Internet you can use NTP, the Network Time Protocol. Windows XP lets you select an NTP server in the control panel. Windows 2000 and NT can use NTP, but this is not well documented. You can find instructions for configuring NTP on Windows 2000 and NT 4.0 here
